I am of the view that it will eventually be determined that a medical certificate or stat dec will be prima-face reasonable and the onus will be on the employer to prove why they shouldn't be accepted. It will be more trouble than it is worth to challenge them in circumstances like the one above.

While I generally agree with your comments to 'anonymous', I note that fatigue has been equated with drink-driving by some academics in terms of the effect it can have on a person, and where a person is required to operate machinery, you would not want that person at work.

However, I fail to see how "too tired" falls into the category of perconal illness or injury, which is the common award qualification for paid sick leave entitlements.
